President William Ruto has expressed anger over Cabinet Secretaries (CSs) and Principal Secretaries (PSs) who do not understand their job.

Ruto advised the head of ministries and state departments to read widely and extensively about their jobs so that they can be able to advise him.

Ministers, PSs job responsibilities in Kenya

The head of state, who spoke during the Performance Contract Signing event at State House Nairobi on Tuesday, August 1, revealed many officers he has spoken to have scanty information.

"The moment I know more than you in your ministry, then you must begin to understand that something is very wrong. Because you are supposed to advise... how are you going to advise me if you have less information than I do?
"I call many PSs and ask them what is going on... they have no clue... and this is your department. That is the job that you have.

Ruto questioned how the ministers and PSs run their departments without information, terming it the highest level of incompetency.

He urged them to take time to read and equip themselves with the required information to make informed decisions

"...there is a lot of literature on your desks, briefs from departments. I take time myself to read... because it is the only way to have the correct information to make the right decisions," he said.

Ruto locks out Kindiki, Kuria

The president took a hard stance against officers who arrived late for the event, including interior CS Kithure Kindiki and Trade CS Moses Kuria, by locking them out.

Ruto asked the members of the Executive who arrived late for the performance contract signing event to give him a written explanation.

The head of state said most had taken the event as a ritual despite being crucial in gauging the performance of the government.

He warned that the Cabinet Secretaries and Principal Secretaries should not use heavy traffic in Nairobi as an excuse.
