Having graduated from Walnut, California, Miller spent a brief stint in the United States Army in 1967. He was only twenty years old when he started his first company, which built single-family and custom homes.

Even though he entered politics, Miller has remained active in real estate through his development company that expanded to the development of planned communities. He joined local politics in 1988 when he got appointed to the Diamond Bar, California, Municipal Advisory Council.
