Kenyan Newspapers, September 25: Desree Moraa Had Altercation With Supervisor Before Her Death

On Wednesday, September 25, the local newspapers covered issues pertinent to the country, the purported oncoming impeachment of Deputy President Rigathi Gachagua dominating the pages still.

Elsewhere, an intern doctor stationed in a Kiambu county hospital was discovered dead, with reports indicating she was distressed moments before her untimely demise.

1. Daily Nation

The daily reported on the frustration and depression endured by Dr Desree Moraa before her death on Sunday evening, September 23.

Until her death, the 27-year-old was an intern doctor at the Gatundu Level 5 Hospital.

Her friend confided in Daily Nation that the deceased was not in good mental form after altercations at her station of work.

Moraa was working in the surgery department.

According to her friend, she was involved in an altercation with a harsh supervisor.

This was after she had worked in a 36-hour shift back-to-back.

"She told me she was so depressed because last Friday she had an altercation with one of our senior supervisors who is very harsh. That's where it all started," the deceased's friend and colleague recalled.

According to the autopsy report, Moraa died as a result of asphyxia, a lack of oxygen or excess carbon dioxide in the body.

Pathologist Catherine Munyendo established that the deceased's breathing was interrupted, causing an insufficient oxygen supply.

2. People Daily

The newspaper highlighted woes faced by two county bosses adversely mentioned in sexual assault allegations.

Kericho governor Eric Mutai is facing impeachment after being implicated by members of the County Assembly.

Sigowet MCA Kiprotich Rogony is the mover of the motion to impeach Mutai.

The governor was accused of alleged acts of indecency involving women.

Further, the county boss was accused of intimidating and molesting junior officers who seemed to dissent from him. "

"There are numerous complaints of governor's indecent and unnatural sexual behaviour by female partners who accuse him of, for instance, forcing them to unconsented sex, dangerous and unprotected sex, etc," the notice of impeachment motion read partly.

The motion mover said the victims would be brought to testify before the county assembly during the debate.

Mutai is also accused of encroaching on private land and illegally designating it as a dumpsite without the proprietor's consent.

The motion will be tabled on the floor for debate and voting on October 2.

In Mombasa, Governor Abdulswamad Nassir is facing accusations of having a hand in the sexual assault of a blogger.

The county boss was expected to record a statement on Tuesday, September 24, at the Kenya Police Service Coast Regional K9 Unit in Mjambere, Kisauni.

3. Taifa Leo

The newspaper highlighted the stumbling blocks the plotters of Deputy President Rigathi Gachagua's impeachment might encounter.

Taifa Leo observes that the process of deposing Gachagua is complex, as it is similar to the one followed in the motion to remove the president from office.

According to Article 150 of the Constitution, the motion to dismiss the deputy president must be supported by at least one-third of MPs, that is 117 MPs out of 349, as the House is currently constituted.

The motion must clearly explain the grounds for the impeachment, such as violations of the constitution or other laws, crimes against national or international laws, and gross misconduct.

The lawmaker initiating the impeachment must accompany it with sufficient evidence, including an affidavit, to prove the allegations against Gachagua.

If the Speaker is satisfied that the requirements have been met, he will approve the motion's discussion and vote in a plenary.

If two-thirds of the members support the motion in a majority vote, the motion will be taken to the Senate.

Gachagua will, however, have avenues, such as the Supreme Court, to challenge the impeachment.

4. The Standard

The Standard reported on the move by the High Court in Nairobi to bar the sale of the Kenyatta International Convention Centre (KICC).

This came as a blow to President William Ruto's administration's plan to privatise key state assets.

Government planned to privatise KICC were anchored on the Privatisation Act 2023, which was passed by the majority of parliamentarians affiliated with the president.

On Tuesday, September 24, Justice Chacha Mwita delivered a ruling on a case filed by the Orange Democratic Party (ODM) challenging the constitutionality of the Privatisation Act 2023.

ODM, through advocate Jackson Awele, argued in court that the assets, as part of Kenya's sovereign wealth with cultural and strategic significance, can only be privatised with public consent via a referendum.

Chacha ruled that there was no meaningful public participation when the Act was being processed and, hence, it did not meet the constitutional requirements.

Additionally, the court ruled that KICC is a national monument that needs to be protected, and hence, its privatisation goes against Article 11(2) of the constitution and the Monument and Heritage Act.

Other assets that were in line for privatisation include the Kenya Pipeline Company, Kenya Literature Bureau, and Kenya Seed Company, among others.
